   　　三聚氰胺不是食品原料，也不是食品添加剂，禁止人为添加到食品中。对在食品中人为添加三聚氰胺的，依法追究法律责任。三聚氰胺作为化工原料，可用于塑料、涂料、粘合剂、食品包装材料的生产。资料表明，三聚氰胺可能从环境、食品包装材料等途径进入到食品中，其含量很低。为确保人体健康，确保乳与乳制品质量安全，特制定三聚氰胺在乳与乳制品中的临时管理限量值（以下简称限量值）。现公告如下：
   　　一、婴幼儿配方乳粉中三聚氰胺的限量值为1mg/kg，高于1mg/kg的产品一律不得销售。
   　　二、液态奶（包括原料乳）、奶粉、其他配方乳粉中三聚氰胺的限量值为2.5mg/kg，高于2.5mg/kg的产品一律不得销售。
   　　三、含乳15%以上的其他食品中三聚氰胺的限量值为2.5mg/kg，高于2.5mg/kg的产品一律不得销售。
   　　上述规定自发布之日起实施。
